More open access to scientific information – Commission seeks views

A public consultation on access to, and preservation of, digital scientific information has been launched by the European Commission on the initiative of European Commission Vice President for the Digital Agenda Neelie Kroes and Commissioner for Research and Innovation, Máire Geoghegan-Quinn. European researchers, engineers and entrepreneurs must have easy and fast access to scientific information, to compete on an equal footing with their counterparts across the world. Modern digital infrastructures can play a key role in facilitating access. However, a number of challenges remain, such as high and rising subscription prices to scientific publications, an ever-growing volume of scientific data, and the need to select, curate and preserve research outputs. Open access, defined as free access to scholarly content over the Internet, can help address this. Scientists, research funding organisations, universities, and other interested parties are invited to send their contributions on how to improve access to scientific information. The consultation will run until 9 September 2011. Accessing and re-using knowledge is a key objective of the Digital Agenda for Europe and the Innovation Union.

Addressing the challenges of an ageing population

The European Commission calls on EU Member States to develop and pursue a common vision on how to coordinate research at EU level in the field of ageing. This was the message of a Recommendation just adopted by the Commission entitled More years, better lives – the potential and challenges of demographic change . The Recommendation urges Member States to participate in a Joint Programming Initiative on ageing populations in research areas such as how to retain people in the labour market, how to help older people remain active for as long as possible, in good health and with a better quality of life and how to make our future care systems sustainable.

Future Internet Conference & Future Internet Assembly, Budapest May 2011

Since the 'Bled declaration' during the Slovenian EU Presidency in 2008, a large community of researchers and other stakeholders has worked tirelessly to drive forward the vision for Europes internet-enabled future. -A significant change is required,- the declaration stated, -and the European Internet scientific and economic actors, researchers, industrialists, SMEs, users, service and content providers, now assert the urgent necessity to redesign the Internet, taking a broad multidisciplinary approach, to meet Europes societal and commercial ambitions.- In the warm spring sunshine of Budapest this dialogue was continued. The technical issues of the future internet were firmly placed within their political and societal context. Concerns and challenges were shared, ideas voiced, suggestions debated. Europe is still a hotbed for internet research and the FIA is the place to discover the cutting edge of this endeavour.

Commission consults on practical rules for notifying personal data breaches

The views of telecoms operators, Internet service providers, Member States, national data protection authorities consumer organisations and other interested parties are being sought by the European Commission on whether additional practical rules are needed to make sure that personal data breaches are notified in a consistent way across the EU. The revised ePrivacy Directive (2009/136/EC), which entered into force on 25 May 2011 as part of a package of new EU telecoms rules, requires operators and Internet service providers to inform, without undue delay, national authorities and their customers about breaches of personal data that they hold. The Commission wants to gather input based on existing practice and initial experience with the new telecoms rules and may then propose additional practical rules to make clear when breaches should be reported, the procedures for doing so, and the formats that should be used. Contributions to the consultation are welcome until 9th September 2011.

Call for volunteers from across the ICT industry to carry out pilot tests on methodologies for energy consumption and carbon footprint

Among the important priorities of the Digital Agenda for Europe (DAE) is the establishment of a common methodological framework for the measurement of the energy intensity and carbon emissions arising from the production, transport and selling processes of ICT goods, networks and services, and one which can be widely adopted by the ICT industry. To support and facilitate the efforts of industry and the community more generally in reaching the above objective, the European Commission is launching a call for volunteers from across the ICT industry to carry out a number of pilot testing projects.

Commission starts legal action against 20 Member States on late implementation of telecoms rules

The European Commission has sent requests for information to twenty EU Member States which have not yet notified measures to implement in full new EU telecoms rules into national law. The deadline set by the European Parliament and the EU's Council of Ministers for implementing the new rules was 25th May 2011. The requests for information take the form of letters of formal notice under EU infringement procedures.

€7 billion boost for research and innovation will create jobs and growth

Today Commissioner Máire Geoghegan-Quinn announced nearly €7 billion to kick-start innovation through research. The European Commission's biggest ever such funding package, under the EU's Seventh Framework Programme for Research (FP7), is expected to create around 174 000 jobs in the short-term and nearly 450 000 jobs and nearly €80 billion in GDP growth over 15 years1. EU research funding is at the top of the political agenda and has now been placed at the centre of a coherent innovation strategy, the Innovation Union, which Europe needs if it is to compete with large, dynamic countries like the US and China.

Final EURASIAPAC Workshop

The EURASIAPAC project aims to contribute to the facilitation of ICT related research cooperation between Europe and countries of the Asia-Pacific region (Australia, Japan, New Zealand, and the Republic of Korea). Actions to design effective funding and cooperation programmes aiming at strengthening ICT research cooperation between Europe and Asian-Pacific countries will be discussed. The EURASIAPAC Cooperation Portal and the EU-Asia-Pacific ICT Cooperation Strategy will be presented, two main project outcomes, gathering results from the thematic workshops with ones from the expert online consultation, identifying current and emerging research and cooperation priorities as well as major players in the ICT research field. The Cooperation Portal will be used also as a tool to ensure the sustainability of the project while increasing international ICT research collaboration opportunities between the two regions.

Under the Radar: The Contribution of Civil Society and Third Sector Organisations to eInclusion

EU eInclusion policy goals reinforced in the flagship initiative A Digital Agenda for Europe (2010) aim to both develop digital skills and competence for empowerment and emancipation and use ICT in support of social inclusion processes. The vast majority of the eInclusion initiatives in the field are carried out by the third sector and public sector organisations. In order to better understand how EU-third sector synergies could be strengthened in favour of the eInclusion process and, given the scarcity of data available about the structure, characteristics, needs and challenges of the civil society and the Third Sector Organisations (TSO), the Institute for Prospective Technological Studies (IPTS) has carried out an exploratory research study to shed some light on the above questions. The study, on which this report is based, starts by analysing the European policy framework for the third sector, and clarifies the nature and specificities of civil society and TSO activities and their contribution to social innovation. It analyses TSOs contribution to eInclusion objectives and makes an attempt to classify the different types of TSO from this perspective, providing many inspiring examples of TSO actions. Finally, it proposes some policy options to support and further develop the role that this sector plays in achieving eInclusion goals.

EU ICT R&D and Innovation beyond 2013 – 10 key recommendations

The Information Society Technologies Advisory Group (ISTAG) has just issued its 10 key recommendation to the Commission on the orientation for EU ICT R&D and Innovation beyond 2013. ISTAG reaffirms the importance of pursuing and strengthening EU investment in ICT research and innovation. Indeed, ICT infrastructure plays a critical role in today's globalised economy and its reliable and trustworthy operation is absolutely essential. However beyond this, ICT has become a key transformative force in social innovation, by enabling the development, implementation and deployment of innovative solutions addressing societal needs and supporting human and socio-economic development opportunities. This wider agenda calls for a larger stakeholder community, beyond the traditional players, including unconventional actors such as informal networks and influential individuals.
